How to markup headers or footers of views?

In Drupal 9.5.3 I have a certain View to which I want to add an header text.
I want to style that header text via CKeditor or as plain text.

For some reason CKeditor isn't available there, but I also didn't find a way to edit the header as plain text.

What I have tried to solve this problem

I went to admin/config/content/formats and didn't find a way to enable plain text editor there. I saw some kind of a dash () and the following message also appears:

This format is shown when no other formats are available

Furthermore

I tried to go to /admin/config/content/formats/manage/plain_text?destination=/admin/config/content/formats but I didn't find any way to allow plain text area on Views or otherwise (nodes/blocks) there.

Is there a browser console error when you select a text format which should show CKEditor?

Is this question actually about why the CKEditor is not shown? The plain text format explains itself in its description.

@cilefen I have opened the website and also the devtools browser console and went to edit the View. In the vicinity described in the first screenshot I have changed from "Full HTML" to "Restricted HTML" and then to "Basic HTML". I none of the cases was there any error.

@cilefen it's about both situations not available --- using CKEditor `OR` using plain text there, because in either situation I could create the required markup that I sorely need there in this particular View.

This question describes a known bug in Views. Use a patch from the bug issue.

Thanks for this reference cilefen. I hope the patch would be part of Drupal 10 soon... Anyway a nice workaround would be to just create a block per the URL of the View-page and add everything there. and then place it in the top of the `Content` region.
