Windows 10 Image deployment and license activation

I'm working on a small embedded system with windows 10 as operating system. We plan to install OS and other configuration using an image from a USB stick since the computer isn't networked.

We have tried to create an image using a Windows volume license. It does however appear that there is a need for activation on the license on each system. Is there a solution for creating a Windows 10 image for the embedded system where there the license doesn't have to be activated on each system? the system is not connected to internet and we want to avid activation over phone.

The testing so far indicate that when using the image on the same computer that it was generated, the license does not have to be activated again. On other systems it needs to be activated.

How can we create a solution for this that is allowed according to Microsoft Windows 10 license? I've heard about sysprep, registry edits.

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding.
