SVN Subversion path based authentication not working for main path [/]

I migrated to a new svn server with the svnadmin dump command and also transferred my file containing users and passwords and the file containing the path base authentication.

Everything worked except that my path base authentication file isn't reading the configuration for the general path configuration [/]. This is my file:

svnadmin = rw
scarja = rw
adusgi = rw

[Documentazione:/]
goliri = rw
perian = rw

[mobile:/]
perian = rw 

if i put user "scarja" in [mobile:/] and say scarja = rw then this user can read and write to that repository, but the same identical file in the old server used to allow the user scarja to read and write in all repositories.

has syntax maybe slightly changed? Can't seem to find anything online about it.
