Ubuntu server timing out when serving video over slow connection

I have a simple website, one page with text, 1 jpeg and a video on Ubuntu 20.4 VPS (digitalocean) running NGINX. On both Android and iOS devices the page loads fine over wifi, but if I toggle off wifi, the video A, doesn't load or B, loads a couple of frames and freezes for 10 seconds or longer before haltingly loading. I have downloaded larger, hi-def videos on the device browsers for comparison and they stream 10 times smoother. The issue surfaced in a previous setup on Apache. To upgrade Ubuntu, I moved to a new VPS instance and switched to NGINX. I have temporarily disabled UFW firewall, but that made no difference. I've tried several online tools for insight. On Webpagetest.org, they reported time outs in five of six tries (Test Error: net::ERR_CONNECTION_TIMED_OUT). The site is likely to get a lot of mobile device traffic, so it's a significant issue. Any suggestions?
