What is the correct way to open a port on Mac OS - big sur, specifically?

A lot of people are saying to use pfctl with recent versions of mac os (prior to Big Sur) - e.g.,

  1. add a line to /etc/pf.conf to open the port
  2. reload settings via sudo pfctl -f /etc/pf.conf

But this does not seem to work (and I got an error saying doing so could "flushing of rules present in the main ruleset added by the system at startup")
