Does AWS Educate allow the creation of NAT gateways?

I am trying to have quick access to the internet from a private subnet. I get this error message when creating a NAT gateway:

There was an error creating your NAT gateway
You are not authorized to perform this operation. Unfortunately I found that AWS educate accounts cannot create NAT gateways. Is there something else I can do to avoid having to send files via SSH directly to the private subnet?

Upload them to S3, download from S3 to your instance. Probably a hundred other ways as well, a public RDS database, a public EFS share, use a storage gateway. You might also just put a NAT instance in the public subnet, which is cheaper and easy, Google how to do it
