Multiple public IPs behind fortigate firewall

I have deployed a fortigate firewall in GCP. The firewall has a single external IP on outside interface which floats between primary and secondary firewalls. Now, i have couple of servers on Private IP behind the firewall which i would like to NAT on the firewall to their individual public IP. I tried using the forwarding rule but i cannot use the external IP of the firewall as target in the rule. I cannot point to a VM, as the firewalls are in Active/Standby mode and can failover. What is the best way / design to achieve this in GCP. I understand its different then what we use to do on traditional Data centers.
