Attaching new network after instance creation causes DOWN network device status

When creating a new instance, the attached network interfaces work normally as checked by logging into the instance and using ip addr. The IP addresses set to the network devices are the expected values.

When adding a new network interface/port after instance creation, the dashboard would say that the new interface is up and running with the new IP address. However, using ip addr inside the instance reports that the new network device's status is DOWN. The status can be changed to UP using ip link set dev ens4 up, but no IP address is allocated to the device.

Why is this so? I'm using the centos-openstack-ocata version.
