Apticron warns on held packages despite `NOTIFY_HOLDS=0`

gn flag
$ sudo apt-cache show apticron
Package: apticron
Architecture: all
Version: 1.2.0
Priority: extra
Section: universe/admin
Origin: Ubuntu

$ sudo apt-mark showhold
linux-generic
linux-headers-generic
linux-image-generic

$ cat /etc/apticron/apticron.conf | grep NOTIFY_HOLDS | grep -v '#'
NOTIFY_HOLDS="0"

but $ sudo apticron still emails me

I can understand linux-modules-* showing up, but shouldn't it be smart enough to suppress linux-headers-* and linux-image-*?!

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding. In Alison’s studies, for example, though people could accurately recall how many questions had been asked in their conversations, they didn’t intuit the link between questions and liking. Across four studies, in which participants were engaged in conversations themselves or read transcripts of others’ conversations, people tended not to realize that question asking would influence—or had influenced—the level of amity between the conversationalists.
