Cannot increase ModPagespeedFetcherTimeoutMs

Can't seem to be making changes to the pagespeed conf on Apache/2.4.41 (Ubuntu). Trying to increase the fetch timeout but it doesn't change. I tried turning the mod off as well but it was still running. Can't see any overrides on htaccess either. What is the issue?

Restarted apache multiple times...

[mod_pagespeed 1.13.35.2-0 @1551780] Fetch timed out: {file_path} (connecting to:10.0.0.217) (1) waiting for 50 ms

Edit: so there was a config on vhost which I've also added ModPagespeedFetcherTimeoutMs 300 to the vhost but it's still at 50ms.

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding.
