Kiwi syslog server not displaying logs

I'm using kiwi syslog server, by checking the syslog.txt file I've seen an error saying (10061) the requested connection has been refused by the remote host.

I have validated all the configurations are correct, these are the only configuration needed in order to communicate with syslog server: logging host x.x.x.x loggin trap .... , we checked from other syslog servers and it is perfectly working fine but we are not sure enough what happened to this server why it does not show any logs at all. tried resetting the server turning the firewall off both public and private sent a test message using syslog server and it displays the log tried stopping anti-virus even Cisco AMP and still it does not show any logs at all from our switches.

Please let me know if I missed something on my troubleshooting. We are about to reinstall this kiwi server but before doing that we want to make sure if there are still any troubleshooting suggestions that you can tell.
