Ubuntu Server login welcome screen disappears when disabling SSH access with password

In Ubuntu Server 18.04.6 LTS, after setting:

ChallengeResponseAuthentication no
UsePAM no
PasswordAuthentication no

in the file /etc/ssh/sshd_config, the login welcome screen disappears. Do you know why and how to prevent it from disappearing?

The expected welcome screen is something like:
