GPO Audit Policy Issue

This is a Server 2022 Standard box. I want to set a GPO in order log failed login events. So in the Default Domain Controllers Policy I went to Windows Settings>-Security Settings->Local Policies->Audit Policy>-Audit Logon Events and set it to 'Failure'.

No logon failures are being recorded. In the Security Event Log, several times a day I am seeing multiple 4719 Events as the policy is added and then removed. It seems as if another GPO is removing this audit policy. I've looked through all the policies and I cannot find any other setting. Nothing is set in the Advanced Audit Policy Configuration either. I've also checked in the local audit policy. There is nothing there either. I've run a Group Policy Results query for the server. It only shows the one policy that I've created.

Can anyone suggest how I can troubleshoot this please?
