Blocking Application Installation via Intune or custom OMA-URI for Admin Users

I have 10 systems where only 1 account exists on the Windows machines which is the microsoft work account. There are no local Admin accounts on these systems. I am able to block CMD, RegEdit, Powershell even access to Settings for the user even though he is an Adminstrator(given that this is the only account on windows). Only thing I am not able to find out it is how to block the user from Installing any applications on the Windows system other than the ones in Company Portal.

I don't have Windows defender for Endpoint license...or Applocker. Is this possible without them?
