How to track down CPU usage, as top is not showing any details of this usage?

I'm operating a VPS and the admin console shows constant 90%+ CPU usage even though there are no applications running as such. I attempted to track this down via top but it just increased the mystery as it shows 90+ CPU usage in its top-level summary, but no individual processes contributing to such usage. Please see the graphic below.

The Linux kernel and its kernel modules are not shown in top. Use program `atop` for that. Install via `sudo apt install atop`. Usage: `sudo atop`. Oh, and a VPS shares it's CPU cores with other VPS.

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding.
