pipx module is failing to install with ssl error on centos, how to fix this?

I am using centos 8 on aws ec2 instance.

cat /etc/centos-release
CentOS Linux release 8.5.2111

I tried with python 3.9.5

python3 -m pip --disable-pip-version-check -qqq install --upgrade --user pipx

getting below error.
