needrestart doesn't restart libvirtd.service

Running needrestart repeatedly gives me this line:

Restarting services...
 systemctl restart libvirtd.service

Restarting the service with systemctl does not solve this problem.

Not even killing /usr/sbin/libvirtd and restarting the service manually (which reports no errors) helps.
