Can't sync to OneNote files moved from local SharePoint to the cloud SharePoint

I have searched on the web, and not found any description of anyone dealing with this exact problem.

We had our own SharePoint site, including a OneNote notebook with lots of documentation. We moved the whole site to the cloud, on sharepoint.com. But I had the Windows OneNote app running, using it every day, and somehow didn't realize it wouldn't know the files had been moved. After a long time I noticed my version was different from the SharePoint version, and figured out what had happened. Fortunately I've been the only one making significant changes, but I can't figure out how to get my cached copy of the notebook sync-ed (or simply moved) into the new SharePoint location. Many sites (and the OneNote help) describe how to move the files, but when I try, it says it can't move them, or export them, until they are sync-ed -- which is impossible because the old SharePoint site was on a server that's been retired into the bit bucket.

I've created a new, dummy site using the same two URLs as the old OneNote URLs in SharePoint (it turns out each notebook has two of them), and set our DNS to point to that server. But I still can't get OneNote to sync to it, even after clicking Sync Now in the notebook properties (multiple times). In those properties it tells me the notebook hasn't been connected in xxx days, and that I can set a new location in the Notebook Properties; but when I try, it says it can't move without sync-ing first.

I got some different error messages when there was nothing on the dummy site, so I did a backup, renamed the 15 section files, and copied them to the site. Now, when I click the notebook's Sync Now button (in the Sync Status dialog box), after several seconds it gives me this error message:

We're sorry, something went wrong during sync. You might not have permissions. (Error code: 0xE0190193)

Plus, for two of the sections in the notebook (I don't know why just these two, out of 15), I get:

We can't sync the notebook because you're offline or because the network location is unavailable. (Error code: 0xE4010641)

The person who did the original moving to the cloud SharePoint has left the organization. I don't know if there is any other special setup needed. I've given Full Control permissions to the entire local Users group. The URLs you get when you right-click the notebook and pick Copy Link to Notebook are:

I have tried creating an empty OneNote.aspx file (in the _layouts folder of the first URL), but the only effect is that the original "something went wrong" message changes to a "timeout" message.
