Unable to install Visual Studio offline

We've created a 40GB offline installation of Visual Studio that needs to be installed to a system not connected to the internet. Despite it being an offline installation and using the --noWeb and the --noUpdateInstaller parameters when installing via the command line it still attempts to download installation files and fails when attempting to install. Anybody know what is missing and how to get this to work?
