container-puppet-rabbitmq doesn't work when deploying overcloud with tripleo

I been trying install openstack overcloud with tripleo but not work container-puppet-rabbitmq container.

Hypervisor : Vmware

VM#1 : Undercloud

VM#2 : Overcloud_Controller

VM#3 : Overcloud_Compute

OS : Centos stream 8

Openstack Version : Wallaby
