Server specs and services for new company will expand in future

I am in charge of specifying a new server for our business I would like to virtualize all servers to try and reduce cost and simplify backup/disaster recovery, we have less than 500 users and this is divided into 5 places, and a budget in open because we company will expand

As a strategic decision: should you even be buying a server (as that implies on-premise and that might come with additional expenses of equipping a server room, getting a UPS, cooling, high speed internet connections etc. or renting space in co-location facility and if you need HA you will need to buy more than one server, replicate storage etc. etc. ) and not consider a scalable public cloud solution? Trade CAPEX and buying assets for OPEX ?

a) there's no question, b) how can we possibly tell you what you need to "virtualise all servers" - is there 1? 2? 1,000?; and c) isn't this YOUR JOB to specify the requirements?
