permanently deleted does what it says on the tin. There is a utility called `TestDisk` but that is not for the feint of heart. [testdisk man page](https://linux.die.net/man/1/testdisk)

If the recording was being put onto an SSD, then it’s probably long gone if the drive has received a TRIM command …
