How to upgrade Ubuntu 16.04.4 to a specific version of 18.04.x (not the latest)?

Currently running 16.04.4 LTS Want to upgrade to 18.04.3 LTS

I haven't been able to find any good information on how to do this but I know others have either found the right way or installed using ISO files.

The packages that were in 18.04.3 are no longer in the Ubuntu repositories. Only the original 18.04 and the newest are there. You only option is to find an 18.04.3 image and install from it.

I have the iso, I don't have BIOS permissions to change the boot order to USB. There may not be a solution in my case.

If you have the ISO, you can modify `grub` to offer the choice of booting an ISO directly (I use it to QA-test on devices that don't have working USB ports; I just run a script that places the ISOs I want to test on the box before I boot it, instead of using thumb-drive). Your question though makes no sense to me; you want to be using 18.04 but do not want all security patches??? You can use the GA (4.15) kernel and still be using 18.04.5 as HWE is optional; and using a non 4.15 or 5.4 kernel is risky if you're online (unless you self back-port the security patches).

I don't care about the security patches. This is an embedded linux build machine that will spend it's short life off of the network.
