My machine is running Ubuntu Server 20.04 LTS. Every reboot toggles Ethernet PCI detection like clockwork.

Ethernet control mysteriously appears after reboot. Every reboot toggles the ethernet controller detection.
I need the Ethernet controller detected upon every reboot, not just every second one. Is this a consequence of a bad driver on my machine or is it software-related?
Edit: I've added the following command to the boot commands, which serves as a workaround:
lspci | grep Ethernet || reboot
