"*I followed all the steps*" might mean you did the entire process correctly...but then again it might not. There's no link to whatever instructions you followed. There's no way for us to tell if you used Rufus correctly. There's no description of what *does* occur when you plug the Flash drive into the system. There's no test of your USB in a different system. Help us to help you.

Assuming that you have viable installation media, booting from a flash drive is not related to Ubuntu or any other operating system. This procedure takes place before any OS has loaded. You should consult with the documentation for your computer's motherboard. The process is not consistent between manufacturers or even between motherboards from the same manufacturer

There are quite a few reasons a bootable flash drive will not boot, see: https://askubuntu.com/questions/1190764/why-doesnt-a-bootable-usb-boot. Perhaps start by telling us what method you used with Rufus. Then check the ISO MD5SUM. Next try the Live USB on another computer. What happens when you try to boot?

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding. In Alison’s studies, for example, though people could accurately recall how many questions had been asked in their conversations, they didn’t intuit the link between questions and liking. Across four studies, in which participants were engaged in conversations themselves or read transcripts of others’ conversations, people tended not to realize that question asking would influence—or had influenced—the level of amity between the conversationalists.
