Ubuntu 20.04.2.0 LTS black bar across screen along bottom hides active content

I installed Ubuntu 20.04.2.0 LTS with no issues and everything works fine except for one problem. There is a black bar across that bottom that hides everything behind it. For example, if I put the tool bar along the bottom, I can't see the tool bar, but the tool bar is still active because I can click in the right places and get full functionality.

The reported screen resolution matches my monitor, so I think that the entire screen is being properly displayed other than the black bar.

Extensive searching shows one hint where someone reports a panel doing about this same thing. The solution was to delete the panel, but I cannot find any action with respect to the black bar. All clicks just bring up the actions available for the general background.

I am looking for a way to get rid of the black bar.

I manually added a new mode with xrandr for 2560x1440 rather than the max resolution of 3840x2160, and the problem went away. I also tried a new high-end HDMI cable, but that had no effect.

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding.
