Ubuntu 21.04 Autoinstall not working

We're trying to automate Ubuntu 21.04 from ISO. The process stuck in the step from the screenshot below. We're using cloud-init to configure it. The same process working well for Ubuntu 20.04. Therefore, the user-date and meta-data files are ok and were copied to server 21.04 installation as well. We cannot found any errors in the Installer folder logs or any other logs. The only error is cfg80211 failed to load regulatory.db, but not sure if its related to our problem. Data files are located on the remote HTTP server, but as I mentioned, the 20.04 from the same HTTP server working fully well, so there is no problem with a server.

Do you have any idea what may be a problem? What was changed in 21.04 agains 20.04 from the Autoinstall point of view?

Seems issue with the creation of the iso file, after 20.04, there is no /isolinux folder and /boot/grub/efi.img file in the base iso. Without that how do you have created iso? Can you define the process of creating iso?
