Redmine install from repo on 18.04

I have a problem with Redmine instalation from official repo on Ubuntu 18.04. I had this problem few month before and I solved it by some nonsystematical magic - now, the problem comes back after security updates. It seems like a Ruby dependency problems:

Setting up redmine (3.4.4-1ubuntu0.1) ...
Determining localhost credentials from /etc/mysql/debian.cnf: succeeded.
Could not find gem 'nokogiri (~> 1.8.1)' in any of the gem sources listed in your Gemfile.
dpkg: error processing package redmine (--configure):
 installed redmine package post-installation script subprocess returned error exit status 1
Errors were encountered while processing:
 redmine
E: Sub-process /usr/bin/dpkg returned an error code (1)

Please, do you have any ideas?

Redmine in that package wants `ruby-nokogiri` of a version less than 1.8.1. The package is simply broken since Ubuntu only has version 1.8.2 of `nokogiri` in the repositories. This is an unfixable bug in its current state, and would require an updated Redmine package.
