Ubuntu 20.04 Ethernet slow down after network breakdown

Found that my Ubuntu 20.04 slows down download speed extremely, after the (wired) network temporary network disconnect.

Here are my SpeedTest results before and after the temporary network disconnect:

Trying to reset the NetworkManager connection doesn't have an effect.

After investigation, I've found a workaround here to solve the problem without reboot, I am reloading a kernel module r8169:

~$ sudo modprobe -r r8169
~$ sudo modprobe -i r8169

After the module reloads the network performance returns back to normal.
