how Ubuntu20.04 configured privileges to gnome-keyring-daemon and ping

I got this question regarding 2 versions of ubuntu (18.04 and 20.04)

In Ubuntu18.04 sets file permission for the following two commands as,

-rwsr-xr-x 1 root root 64424 Mar 10 2017 /bin/ping
-rwxr-xr-x 1 root root 1094560 May 10 2018 /usr/bin/gnome-keyring-daemon

Each command also has POSIX capabilities as follows,

ping -> none

gnome-keyring-daemon. -> cap_ipc_lock

so how Ubuntu20.04 configured the needed privileges for ping and gnome-keyring-daemon in case of file permission and capabilities ?
