Can't install `environs` with pip on Ubuntu 18.04

When I try to install environs 4.1.0 suing:

pip3 install environs==4.1.0

I get:

Running sudo apt update doesn't change anything. I also tried to do sudo apt install environs and sudo apt install environs==4.1.0 but it says:

So "sudo apt-get install python3.9-distutils" from my link didn't work for your "python3 -m pip install environs==4.1.0"?
