NMCLI - Configure Network Ubuntu

Hi I'm using the commands nmcli to configure the ethernet and or wifi interface over the webserver (running the correct commands inside php).

The Ip,gateway,dns,... change and after I can access to new IP in browser. but after reboot the IP goes to DHCP (and not the fixed previously). this dhcp config may be the DHCP configuration selected inside the network manager of GUI. how we can disable the GUI network manager and get only the nmcli(can be other problem)

Why does a server intended to have a fixed IP have NetworkManager installed at all? Most folks configure a server using Netplan or systemd-networkd. Also, edit the question to include the server's Netplan YAML. Or why not simply use a MAC reservation on the router?

This is a ubunut running in raspberry with grapfical interface, and i'm create a web interface to connect and configure network(dhcp,fixed,....)
