Ubuntu 21.04 on Raspberry Pi does not detect any WiFi networks

I used this guide to connect to a WiFi network (my phone's hotspot) on my Raspberry Pi 4b running Ubuntu 21.04.

It worked, but ever since turning off the Pi and turning it back on, although the netplan configuration file appears the same, I cannot connect to the internet with the command sudo netplan apply. No WiFi networks appear in the GUI WiFi menu, even though my phone shows several and is also running a hotspot.

Why would my Pi no longer see any WiFi networks, and what would be a good way to figure out what happened?

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding.
