Dual boot 20.04 not possible on Dell 5090 with Intel RST

I am trying to install Ubuntu 20.04 lts dual boot alongside the preinstalled Windows on a new Dell optiplex 5090. The installation bails out with a message that Intel RST is used and points to https://help.ubuntu.com/rst/ with steps to switch to AHCI. I followed the instructions but it fails with the inaccessible boot device blue screen of death. The article suggests I may have not properly reset the registry but I did it twice with the same result (restore Intel RST in the boot, restart, edit the registry, and retry with no luck). I followed the instruction in the troubleshoot command prompt - the OS has already been assigned the letter C:, I selected the volume corresponding to C: but the diskpart tool won’t accept “activate” as a command. Instead “active” is suggested, but it fails. Bcedit also fails in all forms suggested.

Is it possible that the existence of an optical drive prevents the switch?
