How can I apply security patches consistently across servers and time?

I need a way to apply security patches to my Ubuntu systems consistently across servers and time. For example, if I apply security patches to System A and after it is tested, I would like to apply THE SAME PATCHES to System B 4 weeks later. What tool or process do I use to apply those same patches to System B 4 weeks later without any new patches being incorporated?

Basically, you should set up your own repository that is mirrored from the main Ubuntu repositories, but in such a way that you can stop mirroring at any time, and configure your Ubuntu systems to use that repository instead of default ones. After you update your system A, stop mirroring until you update all other systems, then start mirroring again.
