pip Error when using Anaconda Environment

When I have an active conda environment and I enter pip I get the following error:

I have tried removing anaconda with rm -rf ~/anaconda3 and reinstalling it but in the fresh base environment I get the same error. The system pip outside of the anaconda environment seems to work normally. What might be the problem here?

I don't know how to fix this, but does not `conda install something` work?

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding. In Alison’s studies, for example, though people could accurately recall how many questions had been asked in their conversations, they didn’t intuit the link between questions and liking.
