Map a key that is unresponsive with showkey

I have a keyboard that has two "blank" function keys. They only act as F9 and F11 when the fn key is held down.

I found a few interesting topics for remapping keys but they all depend on knowing the keycode:

I would like to use these blank keys as multimedia keys but I can't figure out how to remap them since showkey -s is completely unresponsive for those two keys. I can't get the keycode. I think I need a low-level tool that is close to Wayland to accomplish this. Does anyone recommend such a tool?

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding.
