Bluetooth on Ubuntu is only working when bluetooth on Windows is open

I am pretty new to Ubuntu and how it works. I experienced and am still experiencing some problems about my bluetooth. I'm using Microsoft surface laptop go and because Microsoft produced this computer I must use Ubuntu with VmWare. I got some technical support and now I am using bluetooth on Ubuntu depending on Windows' bluetooth settings. If bluetooth is on on Windows then I can pair devices on Ubuntu. If the bluetooth is off on Windows then even if it seems that my headphone is paired I can't hear any sound from my headphone. My need of help that I'm asking is that whether is it possible that if I'm using my Ubuntu bluetooth without depending on Windows' bluetooth. I don't want to open the bluetooth on Windows while I'm listenning music on my headphone via bluetooth on Ubuntu.
