Removing incognito mode on Ubuntu 20.04.3 LTS, "permission denied" how?

Accessing /etc to edit policies on Ubuntu 20.04.3 LTS, "permission denied" response. Trying to remove chromium incognito mode. How to disable Chrome's Incognito Mode? Tried the above fix but not directory is allowed to be built in order to change said policies. Since this is a company computer incognito mode needs to be removed. How can I get permissions to change the Chromium Policy so that incognito is inaccessible?

/etc$ mkdir /chromium mkdir: cannot create directory ‘/chromium’: Permission denied

Looks like you forgot to use `sudo` on a root-owned directory. Note that the linked question is quite old. Maybe it will work, maybe it won't anymore.
