After reformatting HDD, error "Kernel panic - not syncing: Attempted to kill init!"

While transferring documents to a USB flash drive, the eMachines 732 computer running Windows 10 (Home edition) had crashed and would not reboot. Next, a SATA HDD was used, reformatted to exFat to install Ubuntu 20.04 and got the above error. On retrying with a fresh HDD, reformatted to NTSF, the Ubuntu installation stopped, again with the same error. How should one get to a command line prompt?
