Toolbars and their icons are too large

I'm not sure when this started, but now the toolbars and icons of GTK applications are embarassingly large. For example, below are Xournalpp and Abiword:

That is in a clean environment (test user without any configuration whatsoever, so default GTK theme, etc.).

I have found How do I force a 16x16 icon size for toolbar icons in GTK 3?, which suggests putting

gtk-icon-sizes = panel-menu=16,16:panel=16,16:gtk-menu=16,16:gtk-large-toolbar=16,16:gtk-small-toolbar=16,16:gtk-button=16,16

in ~/.config/gtk-3.0/settings.ini but it has no effect.

Can you help me making those toolbars smaller?

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding. In Alison’s studies, for example, though people could accurately recall how many questions had been asked in their conversations, they didn’t intuit the link between questions and liking.
