Creating a CKAN Extension Error: No such command 'create'

I'm Creating a CKAN EXTENSION base in their official documentation.

When I'm in this step,

ckan -c /etc/ckan/default/ckan.ini create -t ckanext-example_theme

I got this error.

What is your Ubuntu version? Why do you run commands as root? How `ckan` was installed?

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding. In Alison’s studies, for example, though people could accurately recall how many questions had been asked in their conversations, they didn’t intuit the link between questions and liking.
