What does the command `~man cd` mean?

I accidentally ran the command ~man cd in the terminal and it returned bash: /var/cache/man: Is a directory leaving me scratching my head. What is the meaning of the output here? cd is a shell-builtin and man is 'man-page', but what is the meaning of ~man here and how could it run in combination with cd?

There's a `man` user used by the `mandb` package. `~man` is just the home directory of that user. You tried to use a home directory as a command, that's all.
