Ruby-Thor broken on Ubuntu 20.04.3

Can't run rails db:create (or any other db commands)

Specs: Ubuntu 20.04.3 Ruby 2.7.0 Rails 6.1.4.1

Error: Class mismatch Thor.

What I've tried: dpkg -r --force-depends ruby-thor gem install thor

This allows me to run rails db:create & rails db:migrate.

HOWEVER, it breaks my package management system and I'm unable to update anything on my OS. The "fix" that Synaptic Package Manager automatically performs is to revert to the original ruby-thor package that causes the error in the first place.
