Why can Ubuntu 20.04.3 only install WiFi drivers during the live session, but not when booting the fully installed system?

If I boot the 20.04.3 image and try it out, I can enable the bcmwl-kernel-source package and get WiFi going, but after installing the full system it now says that the dctrl-tools package is "virtual" and cannot be installed, and that broken packages are held.

I have verified the download and reinstalled the system several times, and each time it says the installation is succesful, but the error doesn't go away.

I have connected the installation media and mounted it to /media/cdrom as it asks to, and the software manager seems to be aware of the packages there, but it still doesn't help.

What is wrong with the installation, and how do I fix it?
