esata port power management

I have a bay with disks and some integrated fans. This bay is connected to the computer (Ubuntu 21.10 on Dell Latitude E5400) with an eSata cable. The bay can suspend itself if the eSata port is not powered on (for example when I power off the computer)

I am looking for a command/configuration to suspend the power of the eSata port of the computer when inactivity of the disks, in order to the bay suspend itself.

Have somebody a precise solution ? or a way to do it?
