Cannot install build dependencies of qemu: "you have held broken packages"

When I run

sudo apt-get build-dep qemu

on a ubuntu 20.04 machine, I got the following errors:

requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.

 builddeps:qemu : Depends: libgtk-3-dev but it is not going to be installed
                  Depends: libvte-2.91-dev but it is not going to be installed
                  Depends: libepoxy-dev but it is not going to be installed

                  Depends: libgbm-dev but it is not going to be installed
E: Unable to correct problems, you have held broken packages.

I have tried commands in this and this threads, but no commands work for me. So, how to fix this problem?

When writing [yesterdays answer](https://askubuntu.com/a/1378256/66509) I tested it on fresh 20.04 LTS wihout any PPAs. So you have to double check your repositories and ensure that you have enabled `deb-src` components for source code.
