Why did you "just" installed an almost 4 years old release?

Not really related with the problem you describe but it's something to start with anyway: When dual-booting with Windows, disabling its Fast Startup feature is a must; disabling Secure Boot in UEFI is optional but recommended whenever possible (with Windows 10 it's possible but Windows 11 needs it to be enabled); even brand new system need UEFI update specifically for better Linux support. Finally, even if the problem is the same you start troubleshooting with the newer release, NEVER go to an old one that won't and can't solve nothing. Follow ALL suggestions, update the question accordingly.

Great, do the other suggestion, install 20.04 or even better the current 21.10 (can be easily upgrade to the next LTS, 22.04 in April next years) and report back by [edit]ing the question.

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding. In Alison’s studies, for example, though people could accurately recall how many questions had been asked in their conversations, they didn’t intuit the link between questions and liking. Across four studies, in which participants were engaged in conversations themselves or read transcripts of others’ conversations, people tended not to realize that question asking would influence—or had influenced—the level of amity between the conversationalists.
