Untar failed due to compressed data--format error?

cn flag

I've been trying to untar this file for several days now, and every time I try it again it ends up corrupting the file and creating corrupted files and directories. I have tried reinstalling tar and still get errors, and am not sure why it isn't working. I'm pretty certain that it downloaded correctly, and know that others have gotten the same file to untar. Any ideas on why this isn't working or what I could do to fix it?

Most people don’t grasp that asking a lot of questions unlocks learning and improves interpersonal bonding. In Alison’s studies, for example, though people could accurately recall how many questions had been asked in their conversations, they didn’t intuit the link between questions and liking. Across four studies, in which participants were engaged in conversations themselves or read transcripts of others’ conversations, people tended not to realize that question asking would influence—or had influenced—the level of amity between the conversationalists.
