Laptop can't connect to 2.4GHz wifi access points if the SSID is marked as hidden

My Toshiba laptop has a WiFi card that can use both 2.4GHz and 5GHz frequencies. There are no problems connecting to an access point on a 5GHz channel if the SSID is hidden. However, if the access point is using a hidden SSID on the 2.4GHz frequencies, then I cannot connect. There is no issue if the SSID is not hidden.

I am running Ubuntu Desktop 20.04. When I was running 18.04 on this same machine, there was no issue whatsoever.
